Ethical Mission Policy
Effective Date: October 19, 2026 | Version 1.0 (Orbital Commons & Defensive Non-Proliferation Charter)
Mutabie Canada Inc. operates under a strict, published ethical charter restricting all research, telemetry, and cybersecurity exclusively to civil, commercial, and defensive space sustainability.
Section A: Core Ethical Principles
Foundational tenets establishing our binding non-weaponization charter
To protect the orbital commons for future generations, Mutabie Canada Inc. was founded on explicit, inviolable ethical principles. We enforce a binding "No War" doctrine across all proprietary software, threat models, and research:
All cybersecurity audits, telemetry verification, and gap assessments are engineered strictly to protect space infrastructure from hostile intrusions, signal spoofing, and replay attacks.
Our TRL-3 trajectory filtering and conjunction risk models aim solely to avert collisions, mitigate micro-debris risks, and prevent runaway Kessler Syndrome cascades in polar LEO.
We categorically refuse to engineer, test, license, or adapt software or algorithms for offensive orbital strikes, anti-satellite (ASAT) targeting, or cyber sabotage.
Section B: Ethical Mission & Permitted Use Policy
Legally binding rules, covenants, and restrictions governing all engagements and deliverables
1. Permitted Civil & Defensive Space Sustainability Use
Mutabie Canada Inc. operates under a strict ethical mission to protect the orbital commons for future generations. Clients, contractors, and partners agree to use our Website, software, consulting reports, and Deliverables strictly for lawful, peaceful, civil, commercial, or defensive space sustainability purposes.
Permitted applications include: (a) satellite telemetry authentication and zero-trust verification; (b) defensive cybersecurity gap analyses against the Aerospace SPARTA matrix; (c) continuous ISO/IEC 27001 readiness retainers; and (d) early-stage TRL-3 micro-debris trajectory simulation and conjunction analysis.
2. Prohibited Military & Kinetic Warfare Applications
Mutabie does not develop offensive cyber weapons, offensive orbital capabilities, or kinetic attack mechanisms under any commercial or defence subcontract.
You and any related organizations are strictly prohibited from utilizing, adapting, reverse engineering, or licensing any Mutabie software, telemetry models, or algorithms for:
- (a) Offensive orbital kinetic strikes or anti-satellite (ASAT) weapon targeting;
- (b) Offensive cyber operations against civilian, research, commercial, or sovereign space infrastructure;
- (c) Jamming, spoofing, hijacking, or destructive interference with legitimate satellite communications; or
- (d) Any activity violating the United Nations Outer Space Treaty of 1967.
Violation of this covenant constitutes an incurable material breach resulting in immediate contract termination, immediate license revocation, and formal disclosure to relevant Canadian and international regulatory and enforcement authorities.
3. Alignment with International Treaties & Guidelines
Mutabie's corporate governance aligns strictly with international treaties and non-proliferation norms establishing the peaceful exploration of outer space, including:
- The United Nations Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies (1967 Outer Space Treaty);
- The United Nations Committee on the Peaceful Uses of Outer Space (UN COPUOS) Guidelines for the Long-term Sustainability of Outer Space Activities; and
- Applicable Canadian trade controls, export controls, and defence security screening mandates.
We maintain transparent, verifiable compliance records ensuring that our research cannot be repurposed for hostile or non-peaceful orbital operations.
4. Client Screening & Due Diligence
Prior to entering into any commercial retainer, advisory agreement, or software evaluation license, Mutabie conducts due diligence to verify that the prospective client's intended operational scope complies fully with this Ethical Mission Policy. Mutabie reserves the right to decline or terminate any engagement where the client cannot provide sufficient assurance of peaceful, defensive, and lawful use.
5. Governing Law & Incurable Breach
This Policy forms an integral part of Mutabie's corporate governance and contractual covenants. It is governed by the laws of the Province of British Columbia and the federal laws of Canada applicable therein.
Any attempt to circumvent these restrictions will be treated as an irreparable harm entitling Mutabie to immediate injunctive relief in the courts of Vancouver, British Columbia, without the necessity of posting a bond.
